Your Address Decides Your Programme

Eligibility is a map before it is a merit test. Every regional programme is written against a register entry, a legal form and a place of business, and that entry is checked before anyone reads the project. Run the same idea through two German states in the same week and the difference is not quality. A Bavarian digital voucher worth EUR 7,500, or EUR 30,000 in its plus version, requires a seat in Bavaria. A Brandenburg export measure worth EUR 18,000 per measure is limited to manufacturing and production-related services, and it excludes freelancers, trading and consulting by definition. Neither programme is wrong. They were written for their own region. The order of operations inside a funding process is decided for you. Register entry first. Legal form second. Project quality third, and only for the applications that survived the first two. A programme you cannot claim does not exist, however good the application is.

Digitalbonus Bayern pays 50 per cent of a digitalisation project: EUR 7,500 in the standard route and EUR 30,000 in the plus route. The programme runs to 31 December 2027. It also runs on a quota. Applications are released in monthly tranches, and the August tranche is exhausted. The next release is 1 September 2026 at 10:00. That single sentence decides how a company works in the last week of August. A budget is approved, a supplier is chosen, a document set is prepared, and the whole thing waits for a timestamp. Freelancers are excluded. So are applicants without a Bavarian seat. The subsidy does not follow the project. It follows the calendar and the register.

Brandenburg's Markt International pays EUR 18,000 per measure at 50 per cent, and 80 per cent for startups and first-time applicants. Coaching is funded at EUR 500 to EUR 1,000 per day, up to 10 days per measure and 20 days per company. It runs until 31 December 2028. Then the sentence that decides everything. Eligible applicants are small and medium-sized companies in manufacturing and production-related services. Freelancers, trading and consulting are not eligible. A consultant with an excellent export plan is excluded at the definition. A production company with a mediocre one is not. The same legal-form question appears in Spain. INNOVAE, run by IDAE, carries EUR 115 million across sub-envelopes of EUR 30 million for mobility, industry and buildings, plus EUR 25 million for cold generation. Industrial companies are admitted by CNAE code under Annex 1.3.b, alongside energy service companies. Nobody reads a code like that and calls the result a merit test.

ZIM is Germany's best-known innovation grant for small companies, with a ceiling of EUR 690,000 on a single project. Since 7 July 2026 at 12:00 it has been in an application stop. The stated target for reopening is early 2027. A stop is not a rejection. It is a queued door, and the response is to find the routes still open in the same window. Forschungszulage pays a research and development tax credit with a ceiling of EUR 4.2 million for SMEs and no application stop at all. It is claimed through the tax return rather than through a call. CDTI's PID line covers 85 per cent of a Spanish industrial research project as a loan, on a permanently open window. The LIC line sits between 75 and 85 per cent. IraSME's 38th round tops up a ZIM grant by 10 per cent for a transnational project, with a deadline of 30 September 2026 for a German and Czech pairing and 30 November 2026 for others. The programme with the publicity is closed. Three others are open.

Bavaria's hydrogen commercial vehicle programme, BayH2N, covers 80 per cent of the additional investment cost over a diesel equivalent, inside a first call of EUR 15 million from a programme total of EUR 35 million. It opened on 5 August 2026 and closes on 28 October 2026 at 12:00. Applicants must be economically active with a seat or a branch in Bavaria. Spain's INNOVAE opened on 15 September 2026 and closes on 18 November 2026 at 12:00. A single industrial project must cost at least EUR 100,000, and the aid is capped at EUR 2 million across 24 months. Both windows are open as this is written. Both carry a ceiling, a clock and a definition of who may apply. Read them side by side and the pattern shows up. The deadline is rarely the barrier. The barrier is the sentence before it.

Three questions cost an afternoon and save a quarter. Which register entry do I hold, and what does it exclude? Which programmes are closed to my legal form, whatever I build? And what does the map say about the next 90 days - which windows open, which close and which are frozen? Then the honest arithmetic. The probability that a strong project wins an open call is worth estimating properly. The probability that a strong project wins a call it was never eligible for is zero, and almost everyone who applies prices that risk at zero. Companies rarely lose funding on project quality. They lose it on an address, a legal form and a date nobody checked.
