The Window Is The Strategy
Sweden opens its national climate investment programme for twelve days at a time and publishes the calendar in advance. The dates are the entry price, and most of the work is done before the portal opens.
Twelve Days, Twice A Year
Klimatklivet is Sweden s national investment support scheme for local and regional climate measures, run by Naturvardsverket under Klimatklivsforordning 2015:517. It funds physical investments that permanently cut greenhouse gas emissions inside Sweden. The 2026 calendar was published in advance. Six rounds. Fuel switching ran 2 to 13 February. The first open round ran 2 to 20 March. Public charging tenders ran 13 to 30 April and open again 19 October to 6 November. On-farm biogas ran 25 May to 5 June. The second open round opened 24 August at 08:00 and closed 4 September at 16:30. Twelve days for the round that takes most project types. The portal is an e-service at Lansstyrelsen, not a mailbox, and it closes to the minute. A programme that publishes its calendar has already told you how to plan. The window is not an administrative detail. It is the strategy.
What Has Already Been Paid Out
In 2024 alone the programme received 5,826 applications and approved 4,874 of them. The grant awarded that year was SEK 5.43 billion against SEK 11.8 billion of total investment cost. The expected reduction is 890 kilotonnes of carbon dioxide equivalent a year, and 710 kilotonnes of that is judged additional, meaning it would not have happened without the money. Cumulative from 2015 to 2024: 42,326 applications, 27,114 approvals, SEK 19.7 billion granted, SEK 46 billion invested, 4,000 kilotonnes of reduction a year at 1.14 kilograms of carbon dioxide equivalent per invested krona. About 86 per cent of the cumulative grant went to companies rather than public bodies. The 2026 proposed budget is SEK 4.5 billion, appropriated annually by the Riksdag and partially co-funded through NextGenerationEU. That is the size of the table you are sitting at.
One Number Decides
Applications are ranked on one metric. Klimatnyttokvot is kilograms of carbon dioxide equivalent reduced per invested krona, and each round sets a breakpoint. Projects above it are funded. Projects below it are refused. Historical breakpoints, from the Riksrevisionen review, have run at 1.00 in the 2015 rounds, 0.75 in the first 2016 round, 1.00 in the later 2016 rounds, between 0.75 and 1.00 through 2017, and an estimated 0.5 to 0.75 now. Naturvardsverket can approve a project under the line where it contributes to technology diffusion or another environmental benefit, but the majority is decided by rank alone. The rejection data is blunt. The most common single reason is insufficient reduction per krona, at 22 per cent of rejections. Then applicants withdrawing, expired validity on charging applications, projects already started, and incomplete applications. Naturvardsverket does not accept supplements after the deadline. So the arithmetic is not a form you fill in. It is a design brief, and it is written before the equipment is chosen.
Starting Early Disqualifies You
Additionality is the requirement that filters the list. The project must not be profitable enough on market terms to happen anyway, must go beyond what regulation already demands, and must not have started. No procurement and no construction before the decision. If the investment would have happened regardless, the grant is refused. If the work starts early, the grant is revoked. Enthusiasm is not additionality. The project must be a physical investment, so research and information campaigns are out. It must be locally or regionally anchored, and it must align with the climate and energy strategy of the county it sits in. Every one of the 21 counties has one. The Skane strategy for 2025 to 2030 runs to 159 pages, prioritising biogas, circular flows, waste heat recovery and biochar. That is a document you read before you choose a site, not after.
A programme that publishes its calendar has already told you how to plan.
The Bill Is In The Factors
The programme publishes its own emission factors, in Varden for att berakna utslappsminskning, dated 25 March 2026. The method is simple: annual baseline emissions minus post-measure emissions. Heating oil Eo1 is 288 kilograms of carbon dioxide equivalent per megawatt hour. Natural gas is 249. Coal is 385. Peat is 425. Household waste is 144 and commercial or garden waste is 94. Swedish grid electricity is 59, district heating averages 55, and waste heat is zero. Transport carries the heavier numbers. Diesel MK1 is 324 kilograms per megawatt hour and 3.22 kilograms per litre. Petrol is 2.72 kilograms per litre. HVO is 58 and 0.55. The value of an installation is decided by what it displaces, not by what it produces. The grid is low carbon already, so displacing electricity buys almost nothing. Displacing a coal boiler at 385 buys a great deal.
The Address Rule
A foreign company cannot apply directly. The applicant needs a Swedish organisationsnummer, and there are three published routes to one. Register a privat aktiebolag: minimum share capital of SEK 25,000, filed with Bolagsverket and then Skatteverket, five to ten business days, roughly SEK 5,000 to 8,000 in total, with every document in Swedish. Register a branch, or filial, which is simpler in form and carries the same tax treatment as part of the foreign parent. Or hand the ownership to a Swedish partner. A waste company, a municipality or a district heating operator applies as the owner of the installation and buys the equipment as an eligible cost. Every document is in Swedish. An English-only submission is rejected. Registration with Skatteverket for F-tax and VAT is part of the file, and decisions take four to six months after the round closes.
The Ceiling Is A Table
Grants to companies sit under the EU General Block Exemption Regulation, 651/2014. The applicable articles are 36 for environmental investment aid, 38 for energy infrastructure, 41 for renewable energy including hydrogen and biogas, 46 for district heating and cooling, and 47 for waste and the circular economy. De minimis support runs to EUR 300,000 over three fiscal years. The ceilings are published by entity type. A small enterprise can reach 70 per cent. A medium enterprise runs 40 to 65 with a 70 per cent maximum. A large enterprise runs 20 to 45 with a 50 per cent maximum. A municipality or region runs 20 to 65, maximum 70. Public charging is a fixed amount per tender, capped at 50 per cent under Article 36a. The GBER is being revised, with a draft published between February and April 2026 and the new regulation expected on 1 January 2027. The current rules apply to the 2026 rounds and no further. The ceiling depends on what kind of legal person you are, which is a decision you make months before the window opens.
The Decision Rule
The published eligible list is broader than most people assume: biochar production and use, biogas for fuel or replacing natural gas, waste heat recovery, circular material flows, industrial efficiency, fuel switching and biofuel production. The open round excludes public charging, farm biogas for electricity and heat, and hydrogen refuelling stations. It does not exclude hydrogen projects. Secondary factors carry weight at the margin: technology diffusion, employment at roughly 500 short-term construction jobs and 100 permanent jobs a year, local air quality, and supply security, which has risen in importance since 2024. Read the order correctly. The calendar comes first, because the window is fixed. The entity comes second, because the address decides eligibility. The baseline comes third, because the emission factor table decides the score. The arithmetic comes fourth. The equipment comes last. Entrade built 200 wood-gasification machines across the UK and Europe, and I built companies across twelve countries. The machines ran. The question was always what went into them and what they displaced, and the number that decided the outcome was written down before the first quotation was requested. The probability that a company misses a published window it genuinely wanted is not zero. Most teams are pricing it at zero, which is why the calendar is the cheapest competitive advantage on offer.
The competition is not other projects in your sector. It is a single number.
