The Visa That Wants Capital

The program that took AUD 5 million for a visa stopped accepting new files on 31 July 2024. What replaced it in December 2024 takes no deposit and no points score. It takes a nominator and a record of recent achievement. The balance sheet stopped being the door and became a supporting document. Existing holders keep their route. Everyone else is reading a different form.

01

The Program Closed On The Last Day Of July

The Business Innovation and Investment Program stopped taking new applications on 31 July 2024. Files lodged before that date are still processed. Holders already inside can still move to subclass 888, which is permanent, and that route has not closed. Applicants who withdrew on or after 31 July 2024 can claim back the visa application charge. Nothing in the program was tightened. It stopped accepting new files. The distinction matters, because a closed door and a raised bar produce the same silence from outside and very different answers for anyone holding an application number.

02

Four Streams And Three Cash Thresholds

The 188 program ran four streams and the price list is still public. Business Innovation took a business owner running an ownership or management role with turnover of about AUD 200,000. Investor took AUD 2.5 million in a complying investment. Significant Investor took AUD 5 million. Entrepreneur took a startup venture built on third-party funding rather than on money the applicant already held. Three of the four were priced in money. The fourth was priced in the confidence of a third party. Those four rows are the last published Australian price list for a visa bought with a balance sheet, and the top row read AUD 5 million.

03

The Replacement Is Invitation Only

The National Innovation Visa, subclass 858, launched in December 2024. Published accounts differ on whether it opened on the sixth or the seventh, in the same week. It replaced the 188 program and the Global Talent visa at the same time. It grants a permanent visa with no provisional stage, unlike the 188 route it replaced. It carries no points test. It carries no investment threshold. What it does carry is an order of operations: an expression of interest, then an invitation, and only then an application. The order is not a formality. No invitation means there is nothing to apply for, whatever the applicant can show.

04

The Nominator Signs Before The Application Exists

Form 1000 is the nomination, and the list of people who can sign it is short: an Australian citizen, an Australian permanent visa holder, an eligible New Zealand citizen, or an Australian organisation with a national reputation. The applicant cannot self-nominate. The nominator is not a referee writing a character note after the fact. The nomination is a required document, and it is required first. For a founder that reframes the work. The question stops being what the applicant has built and becomes who inside the country will put a name to it, in writing, before the file is assembled.

The program did not tighten. It stopped taking new files.

05

The Number That Is Not A Requirement

The Fair Work High Income Threshold is published at about AUD 183,100 for 2025-26. It appears in the material on subclass 858 as a benchmark of exceptional talent, not as a threshold to clear. There is no stated age limit, and an applicant under 18 or over 55 has to establish exceptional benefit. The evidence list is specific: international awards, high-impact publications, patents or proprietary technology, leadership of global companies or high-growth startups, international media coverage. Every item has to be verifiable and recent, and the published framing prefers active talent over past achievement. The income figure is the softest number on the page. The recency rule is the hard one.

06

Four Tiers And A Reported Ranking

Applicants are sorted into four priority tiers on four inputs: strategic alignment with national interest, demonstrated global recognition, industry relevance and potential economic contribution. A nomination from a peak industry body or a government agency moves an applicant into a higher priority processing bracket. The tier count and the four inputs are reported from a single commercial source in February 2026, not from the department, and no tier occupancy is published. Treat the ranking as reported rather than confirmed. No published figure puts a probability on an invitation inside a given tier. The one structural claim worth holding is the nomination effect, because it matches the nomination requirement that sits in the visa criteria themselves.

07

What Still Runs

Subclass 888 remains open to existing 188 holders and runs 23 to 27 months or more. Subclass 405 Investor Retirement is limited availability and rollover context only. Subclass 491 is open, and a business owner can qualify through a state or regional nomination instead of a deposit. The points-tested 189 and 190 remain open and require no investment at all. The 482 employer-sponsored route is open and carries a specialist skills stream for executives and managers. Five doors, five different inputs: a deposit, a rollover, a nomination, a points score, an employer. Only one of those doors ever asked for money, and that one is now closed to new files. The probability that an operator reads the old price list, assumes the market still clears at AUD 5 million, and spends a year assembling the wrong evidence is not zero. The thresholds were published. They were also withdrawn.

Three of the four streams were priced in money. The fourth was priced in the confidence of a third party.
