The Status Column Is The Argument

Seventy-one rows. Sixty-five carry a tick, six carry a warning mark, and fourteen further questions sit underneath the table in a list of their own. That is the whole dossier in one sentence, and it took a column nobody reads to say it. The tick means somebody opened the primary source this session and read the sentence there. The warning mark means the number came from an earlier record or a secondary page and has not been re-read. The fourteen are the honest ones: they are the facts the file needs and does not have, named one by one instead of quietly omitted. Nobody revisits the column. An application gets assembled from the claims, never from the marks. Grant amounts get quoted, deadlines get calendared, and the state of each row is treated as private administrative housekeeping, like a version number or a file path. It is the only part of the document that grades the document. Everything above it is an assertion. This is the single line that says what the assertion is worth.

The Future Fuels Fund sat in the record described as a biofuels programme. It is an electric vehicle charging programme: Round 1 in 2021 at AUD 24.55 million, Round 2 in 2022 for electric vehicle and hydrogen refuelling. Anybody who built a biofuel application on that row was writing to a programme that does not fund them. It is not the only one. The Queensland Renewable Energy and Hydrogen Jobs Fund carries AUD 4.5 billion, and its main fund is open to government-owned corporations only, with a AUD 350 million Industry Partnership Programme beside it and CQ-H2 cancelled in June 2025. The Australian Capital Territory's apprentices and trainees payment ended on 30 June 2026 with applications closed on 21 June 2026; the 2025-26 rate was AUD 250 on top of AUD 250 in the first year. Made in Victoria's Energy Technologies Manufacturing stream closed in December 2023 with a three-to-one co-contribution. Victoria's Energy Innovation Fund Round 3 closed on 12 December 2025 against a AUD 10 million pool and up to AUD 2 million a project. The Northern Territory's Business Innovation Programme is closed for review, having paid AUD 30,000 plus AUD 2,000 of advisory plus AUD 10,000 for commercialisation. Every one of those rows read as open in the earlier record. A programme that has closed does not announce itself. It leaves a page up and a date in the past, and the date is only visible to somebody who opens it.

The six warning marks are more instructive than the sixty-five ticks, because they explain themselves. The Bioenergy Roadmap Implementation Grants run from AUD 500,000 to AUD 15 million at 50 per cent with a 30 November 2026 deadline, and the portal timed out on 10 August 2026. The Australian Securities and Investments Commission fee is AUD 636 from 1 July 2026, a resident director is required and an ABN takes one to four weeks for a foreign-owned company, and all three come from a corporate services firm, marked confirm with a solicitor. The federal status of the SME Recovery Loan Scheme is unclear. The 2026 apprenticeship rates - a AUD 5,000 employer payment and apprentice support up to AUD 10,000, the non-priority payment cut from AUD 5,000 to AUD 2,500, training support cut to AUD 2,500 - rest on secondary pages. The H2Global exclusions that rule out coal gasification and steam methane reforming with carbon capture, require a 5 MW electrolyser for renewable fuel status and exclude syngas from biomass gasification, come from two trade publications. The Horizon Europe Cluster 6 count of about EUR 580 million across seven calls and 58 topics comes from an analyst's breakdown rather than the portal. What they share is a single failure at a single moment: the primary source could not be read. A portal timed out. A page was blocked to automated readers. A number existed only in somebody else's summary. The mark is a record of the day the check failed, which is exactly what a status column is for.

Six rows out of seventy-one is 8.5 per cent, and the number is not the point. The point is what a warning mark actually claims. It claims that the fact was true as of an earlier record. Nothing more. The Bioenergy Roadmap deadline of 30 November 2026 is probably still right. It is also possible that the scheme closed in July and the page was never updated. The probability that the deadline has moved is not zero, and the probability that the scheme has quietly ended is not zero either. Most people are pricing the second one at zero, which is why the row reads as a date rather than as a question. That is the whole difference between a tick and a warning mark. A tick is a statement about the world made this session. A warning mark is a statement about the file. One of them can be defended in a meeting with a link, and the other can only be defended with tone. The list at the bottom of the dossier is the same discipline pointed the other way. Fourteen items, each naming a question instead of hiding it: whether the group's consolidated turnover clears the AUD 20 million threshold that decides whether a research refund is paid in cash or carried as a credit, when the next export market development round opens, whether the final joint tender design admits biomass-derived hydrogen at all. A file that lists its own gaps is worth more than a file that does not, because the gaps are going to be found either by the author or by the assessor.

A closed programme does not announce itself. A table does.

Five dates in this file will kill an application by passing. The circular bio-based joint undertaking call launched on 23 April 2026 closes on 22 September 2026 at 17:00 Central European Time with EUR 170.7 million across 13 topics. The next Horizon Europe Cluster 6 call opens on 25 August 2026. The National Industry PhD Program Round 8 opened on 13 July 2026 and closes on 21 August 2026, with an industry-linked top-up of at least AUD 17,135 a year for four years. The ACT's ICON Round 2 closes on 8 October 2026 at AUD 10,000 to 30,000 matched, turnover under AUD 2 million, previous recipients ineligible. The Northern Territory's Business Growth Programme closes on 30 August 2026 at AUD 2,000 to AUD 10,000 on 50 per cent reimbursement, with one to 50 full-time equivalents and turnover above AUD 75,000 and below AUD 10 million. The rest of the file is structure rather than schedule. The research and development tax offset pays 43.5 per cent refundable for a base rate entity against 38.5 per cent non-refundable, registration runs within ten months of the income year end, which puts a 30 June year end at 30 April the following year, and gambling and tobacco research has been excluded since 1 July 2025 except work aimed only at harm minimisation. The German international programme has been stopped since 7 July 2026 with no Australian bilateral agreement to exempt it. And the association agreement concluded on 9 June 2026 gives Australian entities eligibility from 1 January 2027 inside three named clusters and pointedly not inside the European Research Council, the mobility fellowships or the innovation council. None of that is a forecast. Each line is a document with a date on it, and each one will still be checkable in a year.

A claim with a tick and a date can be defended in a room, because the defence is a link. A claim with neither gets defended by seniority, and seniority is not a source. Sixty-five defensible rows and one bad one still costs the whole file, because the assessor only has to find the bad one once. Sixteen years of field work, from rural Nigeria to post-conflict Serbia to Kazan to Fukushima to Silicon Valley, produced one habit worth keeping: never write a number into a document without writing down when the source was last read. That is all a status column is. Not a quality mark, not a confidence score, just a date and a link in the space where most people leave a blank. The work is unglamorous and it is the only work that compounds, because the second application is built out of the first one's rows. Carry a wrong number forward and it gets quoted back at you in a meeting, in a programme officer's email, in a rejection letter that does not explain itself. Seventy-one rows, sixty-five of them still standing on a source read this session, and fourteen questions written down on purpose. The claim is free. The tick is the part that costs an afternoon.
