The Sovereign Cheque

State capital publishes its terms, and in the Gulf those terms include equity. The headline number on a funding page is never the offer.

01

The Number And The Instrument

A founder sent me a screenshot of a funding page last month. Seven figures at the top in a font twice the size of the body text, and the word SAFE in the third paragraph, in the same size font as everything else on the page. That word is the entire offer. AED 750,000 is a headline. A SAFE note is a convertible instrument, and it converts into equity in the company you spent three years building. The number is what gets read. The instrument is what gets signed. I signed a EUR 20 million personal guarantee on an operation whose unit economics I could recite from memory, and that company folded on Christmas Day 2008. The document I should have read twice was never the one with the biggest number printed on it.

02

Four Products, One Word

Funding is one word for four products, and they are not substitutes for each other. A grant is money that does not come back and does not dilute anything. A loan is money that comes back, and one loan in Abu Dhabi carries no interest at all, up to 84 months to repay and a 24-month grace period before the first instalment. A guarantee is not money, it is a government signature underneath a bank's money, and it is priced as such. A SAFE note is equity with a delay built into it. Hub71's Access programme writes AED 250,000 in cash through a SAFE, AED 250,000 in kind through office space, legal support, housing and health insurance, and a further AED 250,000 top-up after 12 months for the companies that perform. Every dirham of the cash component carries the conversion right attached to it. The headline is AED 750,000. The instrument is a shareholder.

03

What The State Publishes

The Abu Dhabi innovation programme publishes its terms on an official page. That is unusual, and it is useful. The main fund on that side is AED 2 billion, about USD 545 million, with tickets from USD 100,000 to USD 3 million depending on the programme, and AED 1 billion of it had been allocated to 37 companies as of 2022. Next to it sits ADQ, the sovereign investor, with more than USD 30 billion across its industrial portfolio and a venture platform created in 2021 that runs a AED 535 million ventures fund and a AED 1.1 billion incubation fund for Indian and Southeast Asian companies. Its later-stage arm writes cheques between USD 10 million and USD 100 million. The terms are published because the state is building a portfolio, and a portfolio is assembled from the terms outward, not from the press release inward. Nothing on that page is a favour.

04

What The Terms Say About Risk

Read the eligibility lines and the risk appetite becomes legible. Hub71 takes pre-seed to Series A technology companies in AI, fintech, climate, digital assets, health and B2B SaaS. Trading, retail, food and lifestyle businesses are excluded by name. The product has to be live. At least one founder has to relocate to Abu Dhabi, and that is written as a hard requirement rather than a preference. The reward stack around it is 0 per cent personal income tax, 0 per cent corporate tax on qualifying free-zone income, and a 10-year Golden Visa pathway. The other end of the same market is Khalifa Fund, established 2007 with AED 2 billion of capital, lending 80 per cent of project costs interest-free over up to 84 months with a 24-month grace period, to Emirati nationals aged 21 to 60 with a business inside Abu Dhabi. A state that lends to its own citizens at zero interest and takes equity in everybody else's is telling you exactly what each of those things is worth to it. Both are priced. Neither is free.

The number is what gets read. The instrument is what gets signed.

05

The Competition Behind The Number

Five thousand applications arrived at Hub71 in 2025, up 62 per cent on the year before. By the end of 2025 the community held 390 startups, 295 of them through structured programmes, with 52 added in that single year. Those companies have raised USD 2.7 billion between them, generated USD 1.5 billion in revenue, and signed USD 244 million of corporate deals from 2022 to 2025. The application itself runs four rounds. The first round includes a three-month feedback window. A programme with a 62 per cent year-on-year rise in applications is not short of candidates. The probability that an undifferentiated application clears four rounds is not high, and most founders are pricing it at zero when they file one.

06

The Dates, And The Walls

Every figure in this piece is a snapshot compiled on 17 August 2026 from official portals and press releases. It is a dated fact, not live momentum. The intake calendar on that date had already closed one door and left another one open. Cohort 19 closed on 1 February 2026, with the programme starting in September 2026. Cohort 20 asked for applications by 2 August 2026, with review running from June to November 2026 and the programme starting in February 2027. Late applications were being routed to a following cohort. That is how these pages work. A page that still loads is not a window that is still open, and a programme that starts in September is not a programme that is taking applications in September.

Read The Instrument, Then The Number

Four products, four different costs. A grant costs nothing and buys nothing back. An interest-free loan costs the calendar. A guarantee costs a bank relationship and no equity. A SAFE costs a slice of everything you build from now on, including the part you have not built yet. I have built companies across twelve countries, restructured a EUR 75 million industrial group, taken one company through a Frankfurt IPO and deployed 210 energy systems across Africa and Asia. In every one of those the instrument decided what happened next, not the headline attached to it. The headline number is a marketing decision. The instrument is the contract, and it is the only part of the page that survives the first year. Read the third paragraph. Every time.
