Same Market, Four Times The Size
Seven research houses sized the same waste-to-fuel market. For the base year 2024 alone they report USD 479.3 million, USD 630 million and USD 1.95 billion. Growth rates run from 21.4 to 34.4 per cent. Two of the seven publish the same base figure to the tenth of a million dollars. The spread is the only number in the table that was actually measured.
Seven Houses, Seven Answers
Ask seven research houses to size one market and you get seven numbers. For the base year 2024, ResearchAndMarkets reports USD 479.3 million, Precedence Research reports USD 630 million, and Verified Market Reports reports USD 1.95 billion. Same year, same subject, a spread of four to one. The other four split the segment. Straits Research puts plastic-to-fuel at USD 834.67 million in 2025 and USD 8.43 billion by 2034. Grand View Research puts the same segment at USD 921.8 million in 2025 and USD 4.58 billion by 2033. Coherent Market Insights reads USD 890.1 million in 2026 rising to USD 7.05 billion in 2033. Fortune Business Insights reads USD 921.8 million in 2026 rising to USD 4.28 billion in 2034. Growth rates across the seven run from 21.4 per cent to 34.4 per cent. Every row was published by a firm with a subscription price and a methodology note nobody reads. Not one of them describes the same market.
Nine Hundred And Twenty-One Point Eight
Two rows carry the same base figure, to the tenth of a million dollars. Grand View Research states USD 921.8 million for 2025. Fortune Business Insights states USD 921.8 million for 2026. Both are plastic-to-fuel. Then they diverge: USD 4.58 billion by 2033 at 21.4 per cent against USD 4.28 billion by 2034 at 21.59 per cent. A number that precise, reused that exactly across two publishers, was not measured twice. It was computed once, then licensed or lifted and re-dated. That is how market research is sold and it is not a scandal. It is the reason the base year in the row does not always match the base year in the press release. The table survives one more test, which is arithmetic. Carry ResearchAndMarkets from USD 479.3 million at its own 30.7 per cent for six years and you land on USD 2.4 billion, which is the endpoint it printed. Carry Coherent from USD 890.1 million at 34.4 per cent for seven years and you land on USD 7.05 billion, exactly as printed. Carry Grand View from USD 921.8 million at its own 21.4 per cent for eight years and you reach USD 4.35 billion, not the USD 4.58 billion in the same row. Carry Verified Market Reports from USD 1.95 billion at its own 22.22 per cent for seven years and you reach USD 7.9 billion against the USD 9.91 billion printed beside it. Four rows reproduce. Three do not. The compound growth rate is itself a number that nobody checked before it reached the slide.
The Spread Is A Definition, Not A Dispute
None of this is an argument about the future. It is an argument about the noun. Two of the rows are titled plastic-to-fuel and five are titled waste-to-fuel technology. Those are not the same object. A plant that makes pyrolysis oil for someone else to upgrade is a different business from a plant that makes finished diesel at the gate, and a market measured in equipment and licences is a different market from one measured in litres. ResearchAndMarkets at USD 479.3 million is the narrowest reading of the smallest field. Verified Market Reports at USD 1.95 billion is four times that, for the same base year, with the same decimal precision and no methodology sheet attached to the number. Ask a founder which of the seven is right and the answer is the one their deck already uses. Ask a fund and the answer is the one whose source survives their own investment committee. The market size was never a measurement of anything. It is a negotiating position that has been typeset.
The Band Compounds
Take one published base and run it at the two published extremes. USD 479.3 million at the lowest rate in the table, 21.4 per cent, reaches USD 3.3 billion in 2034. The same USD 479.3 million at the highest rate in the table, 34.4 per cent, reaches USD 9.2 billion in the same year. Same starting point, same decade, both inside the published set, and a difference of USD 6 billion in the answer. Now take the largest base in the table, USD 1.95 billion, at the lowest rate, 21.4 per cent, for ten years, and you pass USD 14.5 billion. The table offers a range broad enough to contain every strategy anyone could want, which is exactly what a range that wide is for. This is what compounding does to a small disagreement. A ten-point error in the rate does not produce a ten per cent error in the market; it produces a three-fold one a decade out. The ten-point error is sitting in the same published set, on the same page, in the same font, at the same price.
A number that precise, reused that exactly across two publishers, was not measured twice.
The Part That Is Written Down
Three inputs in this market exist as legal text. RED III sets 42.5 per cent renewable energy by 2030, a 29 per cent renewable share in transport or a 14.5 per cent cut in greenhouse gas intensity, and a 5.5 per cent advanced biofuel and RFNBO subtarget. ReFuelEU Aviation requires 2 per cent sustainable aviation fuel in 2025, 6 per cent in 2030 and 70 per cent in 2050. FuelEU Maritime starts at minus 2 per cent greenhouse gas intensity in 2025 and ends at minus 80 per cent in 2050. The European emissions trading price has run between EUR 65 and EUR 80 a tonne, with EUR 75 forecast for 2030 and EUR 130 for 2040. Costs are countable. Waste plastic pyrolysis diesel is produced at USD 0.45 to 0.60 a litre against fossil diesel at USD 1.20 to 1.60 in Europe and USD 0.65 to 0.75 in the United States. Capacity is countable. LyondellBasell is building 50,000 tonnes a year at Rotterdam, Mura Technology is at 20,000 tonnes a year in phase one, and Plastic Energy runs four lines of 5,500 tonnes a year. Plastic waste arrives at 415 million tonnes a year and 9 per cent of it is recycled. Every number in that paragraph has a statute, a plant or a price behind it. Every number in the table above has a press release behind it. Both sets get quoted with identical confidence, and only one of them can be audited.
What Belongs On The Slide
Put the spread on the slide the way it was measured: USD 479 million to USD 1.95 billion for the same base year, seven named sources, and a growth band of 21.4 to 34.4 per cent. Then put the three auditable lines underneath it, which are the mandate dates, the emissions price and the production cost per litre. Those three decide whether a plant pays back. The market size decides only whether the meeting continues. The probability that this market is one number is zero, because the noun is unsettled and the four-fold spread is in the published record. The probability that the smallest published figure is the honest one is not knowable from any of the seven documents. What is knowable is the band, and a build that works at the bottom of the band never needs the top of it. Entrade built 200 wood-gasification machines across the UK and Europe. Every one of them was sold on the price of the fuel it displaced and the cost of the feedstock it ate, never on the size of a market that a research house had sized for someone else. The plants built on a mandate and a fuel price are still running. The plants built on a forecast are the ones that closed. The number is a positioning device. The spread is the only thing in the table that was actually measured.
The market size decides whether the meeting continues. The mandate decides whether the plant pays.
