The Second Queue

Family migration looks like one department with one waiting room. It is two systems that share a name, and they are priced and scheduled differently. The partner route lodges once and is assessed in two stages for one charge. The parent route sells position in a line that is estimated at 12 to 33 years. The published date, not the merit of the file, decides when a family is reunited.

01

One Counter, Two Queues

Family migration looks like a single department with a single waiting room. It is two systems that happen to share a name. The partner route lodges once and is assessed in two stages, temporary then permanent, and the published subclass pairs make that plain: 820 then 801 for an application made inside Australia, 309 then 100 for one made outside it. Both stages sit inside one combined application, so the second stage is not a fresh filing and not a second charge. The parent route runs the other way. One family files one application, pays once, and then waits in a line measured in decades. Cost buys position there. Neither system turns on how strongly a person qualifies. Both turn on a counter that closed on the day the fee cleared.

02

The Route That Is Priced Once

A partnered couple lodges one application and pays for it once. The sponsor must be an Australian citizen, a permanent resident or an eligible New Zealand citizen, must be at least 18, and is capped at 2 partners in a lifetime and no more than 1 in any 5-year period, unless compelling circumstances are accepted. A de facto couple generally needs 12 months of a genuine relationship before lodgement, and that 12 months is waived where the relationship is registered with a state or territory authority, or where the couple shares a child. The permanent stage is assessed once, either at 3 years in the relationship at the time of application, or at 2 years plus a dependent child with the partner. One fee covers both stages. Position is not a payment.

03

What The Timings Actually Say

The published ranges are the optimistic end. The 820 temporary stage is listed at 9 to 14 months and behaves like 12 to 18 months or longer, with one 2026 source putting 50 per cent of files inside 16 months and 90 per cent inside 24. The offshore 309 is listed at 8 to 16 months and behaves like 18 to 24. The 801 permanent stage then takes a further 6 to 14 months after the 2-year holding period. Add those together and the total sits between 2 and 5 years, and the longer tail is common. One detail changes the household budget while all of that runs: an 820 grant carries work rights, so the applicant can earn during the wait. A wait without work rights is a different problem from a wait with them.

04

The Parent Queue Splits At The Fee

A parent file is a purchase decision, and the price list was published in July 2026. Subclass 103, the non-contributory parent visa, costs 6,600 dollars for the primary applicant, up from 5,280 dollars, and the queue is estimated at roughly 30 to 33 years. Subclass 143, the contributory version, totals about 48,640 dollars, 5,040 dollars at lodgement and 43,600 dollars as a second instalment, and the queue is estimated at roughly 12 to 15 years. The aged onshore equivalents, 804 and 864, sit in the same two lines. Subclass 870 buys a temporary stay of up to 5 years per grant and no more than 10 years in total. Two tests cross all of them: the Balance of Family test, at least half of the children live in Australia, and an Assurance of Support held by Services Australia for the 143 only. Roughly 42,000 dollars buys about 18 years of the queue.

Both stages sit inside one combined application, so the second stage is not a fresh filing and not a second charge.

05

Position Is Not A Payment

Queue dates published in January 2026 show contributory applications lodged up to October 2018 being released, and non-contributory lines reaching back to June 2013. That gap explains the manoeuvre families run: lodge a 103 to hold a place, then switch to a 143 when the money exists. The switch is a new application rather than a fee top-up, and the old place in the queue does not transfer onto it. The second trap is administrative. Medicals and police checks expire, so arranging them early wastes both the cost and the time inside a line that runs for years. Both are requested formally when a file reaches its place. Cost is not the queue. The queue is the decision.

06

The Line That Answers To Neither

The humanitarian programme runs on a separate line entirely. Offshore, the refugee visa is subclass 200, with 201 for in-country special humanitarian, 202 for the global special humanitarian stream, 203 for emergency rescue and 204 for women at risk. Onshore, subclass 866 requires a person to meet the refugee definition in sections 5H to 5J or the complementary protection test in section 36. Two fees mark what happens next: a review of a protection refusal at the Administrative Review Tribunal costs 2,203 dollars against a standard fee of 3,580 dollars, and a character refusal under section 501 or 501CA carries a 9-day review deadline and a 1,148-dollar fee. The probability that a family file lands on the date its members assumed is not zero, and it is close to zero. I have built companies across twelve countries and restructured a industrial group, and the pattern in every system I worked inside is the same: the queue is the decision. Read the published date before the qualification.

Cost buys position in the line, not a decision.
