The Scan Is The Habit

Digitalbonus Bayern runs at EUR 7,500 standard and EUR 30,000 plus on 50 per cent, released in monthly quota windows and closed to freelancers. The LfA Innovationskredit 4.0 has no deadline in it at all. The Bayerische Transformations- und Forschungsstiftung takes EUR 100,000 to EUR 3 million on a rolling intake. One programme is shut to freelancers, one has no deadline, and only a scheduled scan notices the difference.

01

Three Clocks In One State

A funding map is a photograph of something that is still moving. One German state, three programmes, all listed as open on the same page. Digitalbonus Bayern releases its money in monthly quota windows through the ELSTER-Unternehmenskonto. The LfA Innovationskredit 4.0 carries no deadline anywhere in it. The Bayerische Transformations- und Forschungsstiftung runs a rolling intake with no published Stichtag. Three different clocks. One map. Nothing on that page tells you which clock you are actually reading, and the difference is the whole decision. A programme is not a date. It is a queue with an expiry.

02

Seven Thousand Five Hundred, Or Thirty Thousand

Digitalbonus Bayern pays 50 per cent. Standard tops out at EUR 7,500 against an eligible cost ceiling of EUR 150,000. Plus tops out at EUR 30,000 against a ceiling of EUR 600,000. Applications go through the ELSTER-Unternehmenskonto, released in monthly quota windows rather than in one open call. The eligibility wall is four lines long and it is unforgiving. Fewer than 50 full-time equivalents. No more than EUR 10 million of turnover. Gewerbesteuerpflichtig, with a Betriebsstaette in Bavaria. Freie Berufe are excluded outright. An architect with a software idea is not eligible. A tax adviser with a data project is not eligible. A translator with a workflow to automate is not eligible. One sentence on the page removes an entire class of self-employed professional who will read the programme description and believe it was written for them. It was not. The Foerderrichtlinie is valid until 31 December 2027. Validity of a directive is not the same as cash on the day you apply. The quota closes when that month's allocation is gone, and it does not announce itself.

03

The Loan With No Deadline

The LfA Innovationskredit 4.0 is the opposite instrument. It runs from EUR 25,000 to EUR 7.5 million, finances 100 per cent of eligible costs, and carries a Tilgungszuschuss of 2 or 1 per cent. It is arranged through the Hausbank, and there is no deadline in it anywhere. Eligibility is small and mid-sized companies up to EUR 500 million of revenue with an operation in Bavaria. No deadline sounds like relief. In practice it removes the only thing that forces a decision. Nothing gets built without a date attached to it. A programme with no deadline asks you to supply your own, and most people never do. The file drifts. The quarter ends. The loan stays open and unused, which costs the funder nothing and costs you everything the money would have bought. A closed call and an open loan fail in exactly opposite ways. The first fails in the calendar. The second fails in the head.

04

A Hundred Thousand To Three Million, Rolling

The Bayerische Transformations- und Forschungsstiftung funds Zukunftstechnologien at EUR 100,000 to EUR 3 million per project or consortium, over a maximum of three years, on a rolling intake with no Stichtag published. Any company size qualifies, and research partners belong in the consortium rather than beside it. Rolling intake does not mean the money waits for you. It means you do not wait for the money. The file can go in the moment the file is good, and that is a harder deadline to hit than a published one, because nobody else will hold you to it. Between the three programmes you have one that is closed to freelancers, one with no deadline at all, and one that accepts whenever it is ready. Same state. Same page. Three different answers to the only question that matters, which is whether a file written today could be submitted on Monday.

A programme is not a date. It is a queue with an expiry.

05

What A Closed Call Looks Like

BayVFP Digitalisierung 2026 covered artificial intelligence and data science, communication networks, cybersecurity and electronic systems. Its Stichtag was 16 April 2026. It is closed, and no open call follows it. Ladeinfrastruktur fuer Elektrofahrzeuge Bayern 2026 to 2029 closed its first Foerderaufruf on 17 July 2026. The next call, for road freight, is expected late in the year. Both are still printed on the state's programme page. Both still read as live options. Neither one will take a file today. That is the difference between a list and a scan. A list tells you what exists. A scan tells you what changed since the last time you looked, and only the second one stops you writing a proposal against a window that shut in April. The cost of that mistake is not the fee. It is six weeks of drafting after the deadline.

06

The Scan Is The Habit

The instrument that fixes this is boring. Build a snapshot of every programme you might ever use: name, funder, ceiling, deadline, eligible entity, source link. Date the file. Thirty days later, run the same scan and diff it. Everything that moved appears as a line. Everything that closed appears as a line. Nothing you remembered has to be trusted, because the file does not have an opinion. Do it monthly and you never draft against a shut window again. Skip it for a quarter and your map is decoration. I have built companies across twelve countries and deployed 210 energy systems. I restructured a industrial group and signed a personal guarantee. The pattern I have watched fail most often is not a bad programme. It is a good programme read from a document that was fourteen months old. The probability that a funding decision gets made on stale eligibility is not zero. Most people price it at zero. The scan is the habit. The programmes keep changing whether or not you look.

No deadline sounds like relief. In practice it removes the only thing that forces a decision.

The map is dead. Nobody told you.
