The Quota Is The Calendar

A programme that runs to 2027 is not open this week. One scan reads a monthly quota already exhausted, a national instrument frozen mid-year, and a call that closes to the hour.

01

The Programme Runs To 2027. This Week It Is Closed

One scan of three regions and the federal level returns four instruments with long horizons. The Bavarian technology programme for future technologies is rolling, with its guideline running to 30 June 2027. WIPANO, the patent and standards transfer line, runs to 31 October 2027. The Brandenburg export measure carries a guideline from 1 January 2026 to 31 December 2028. The Bavarian digital voucher runs to 31 December 2027. Four programmes, four end dates in the future, and not one of those dates is an opening. The distinction does the damage. A programme lifetime is the shelf a funder keeps the money on. The window is the door a company can walk through, and it is much narrower than the shelf. A guideline valid until 2027 tells you the budget line is real. It tells you nothing about whether the tranche for this month has been spent, whether an application stop is in force, or whether the call shut three weeks ago. Read three things before anything else: the programme end date, the current window, and the state of the queue between them.

The Quota: A Meter With A Date On It

Digitalbonus Bayern pays EUR 7,500 in the standard version and EUR 30,000 in the plus version at a 50 per cent rate. The programme has a guideline to 31 December 2027, a seat in Bavaria is read at the time of application, both versions are de-minimis aid, and the money is released in tranches. The August tranche was exhausted. The next release is timetabled for 1 September 2026 at 10:00, and the cycle repeats from there. That is a meter, not a deadline. The document set is identical in every week of the programme. The only variable is how many other applicants are typing at the same minute. So the preparation question changes shape. It is no longer whether the application can be written, but whether it can be lodged in the first hours of a tranche release. Everything that takes a supplier, an adviser or a register extract has to be finished before the release, because the queue does not wait for a late annex. A submission built for a tranche release is a document waiting on a timestamp.

The Stop: Funded, In Force, And Shut

ZIM funds single-company research projects up to EUR 690,000. Since 7 July 2026 at 12:00 it has been in an application stop, with a reopening targeted for early 2027 and no date published. A stop is not a cancellation, and the difference is worth holding onto. The budget line is intact, the programme office is intact, and the eligibility rules will not be rewritten while the instrument is being retuned. Whatever is assembled during the stop is filed on the reopening instead of being reinvented. The same instrument kept one door open. Round 38 of the international version adds a 10 per cent transnational top-up on the grant, with a 30 September 2026 deadline for the German-Czech window and 30 November 2026 for the second round. One programme, one logo, two opposite states. The stop applies to the domestic route; the international route is still taking proposals. Anyone who read the stop statement and closed the file stopped one paragraph too early.

The Sketch Deadline: An Hour On A Named Day

The federal notices work on a different clock again. An outline, a sketch, a pre-proposal: a short document with a timestamp and a page limit, screened before a full proposal is invited. The AI notice for value chains asks for outlines by 1 November 2026 through the easy-Online portal, with EUR 10 million to per consortium across a project volume that runs at readiness levels 6 to 8. Companies can claim up to 50 per cent, non-economic research up to 100 per cent, and the results are reserved to Germany, the European Economic Area and Switzerland. The hydrogen research hubs notice closes its outline round on 30 September 2026 at readiness levels 1 to 3, with further rounds announced as planned. The raw materials partnership call wants a pre-proposal by 22 September 2026 at 15:00 CEST and a full proposal by 15 February 2027, across 37 to 40 funders holding EUR 39 million to EUR 41 million, in consortia of at least three partners from three countries. Three notices, three timestamps, and the consortium is always assembled before the outline exists.

The programme lifetime is the shelf. The window is the door.

05

Two Clocks Under One Logo

The clearest example of the calendar problem is a family of notices sharing one name. The small and medium enterprise innovation line has a dated cut-off of 15 October 2026 for information and communication technology, for resource efficiency and climate protection, and for biomedicine. The medical technology branch of the same family is rolling, with no cut-off hour at all. Same brand, same ministry, different clocks. Which one applies is settled by the notice document, not by the name on the funding database entry. Spain runs the same two-speed pattern. The energy saving and efficiency call opened on 15 September 2026 at 09:00 and closes on 18 November 2026 at 12:00, with EUR 115 million spread over four sub-programmes, a minimum project cost of EUR 100,000 for industrial applicants, a maximum of EUR 2 million of aid per project across 18 months, and admission decided by activity code under the annex. The connected-industry programme holds EUR 138 million, opens in October and closes in November, funds consortia of two to six, and earmarks EUR 5.5 million for the Canary Islands. The island cluster line opens on 1 October 2026 and closes on 31 October 2026. Three windows inside thirty days of each other, against permanent loan lines that never close.

06

Build The File Backwards From The Timestamp

Every one of these calendars pushes the same work to a date before the date. Count backwards from the window. A de-minimis position takes an afternoon and a register that may not exist yet, against a ceiling of EUR 300,000 over three rolling years under Regulation (EU) 2023/2831. Partner letters take weeks, and a consortium of three countries takes longer than one. A certificate of incorporation, a tax residency letter, a balance sheet total: each is one request to one office with its own queue. The rolling instruments are the hedge. The research and development tax credit has no application stop and reaches EUR 4.2 million for small and medium enterprises, claimed through the tax return rather than through a call. The Spanish project and innovation loan lines run permanently at 85 per cent and at 75 to 85 per cent. Participatory loans reach EUR 1.5 million with no closing date. The Bavarian technology programme stays rolling until 30 June 2027. The probability that a serious project is complete and the tranche has just closed is not small. It is the ordinary case. So the calendar is not an obstacle between a company and its application. It is the specification. The file that survives a dated meter is the one assembled in the weeks when nothing was open.
