The Offset That Pays After
A grant pays you to start. A research and development tax offset pays a percentage of what you already spent, on a date written into a tax return. The rate is public. The deadlines are not generous, and one of them does not move.
The Cheque That Arrives After
A grant is a competition. You write, a panel scores you against a rubric, and if you win, the money arrives before the work does. The research and development tax offset is not a grant. There is no round, no panel and no merit score. It is annual, it is open, and it pays a percentage of money you have already spent. For a company with aggregated turnover under AUD 20 million the offset is refundable: the corporate tax rate plus 18.5 percentage points, which is 43.5 per cent on the 25 per cent base rate. Above that threshold the same incentive turns into a non-refundable 38.5 per cent offset, a credit against tax you might one day owe. One of those pays cash. The other pays a promise. The distinction is not in the marketing. It is in whether you are profitable.
The Group Decides Which One You Get
Aggregated turnover is not your turnover. It includes the worldwide group you belong to, and the test is applied to the group rather than to the subsidiary that did the work. An Australian subsidiary of a foreign parent can be doing every hour of the research and still fall to the non-refundable side, because the group it sits inside crosses AUD 20 million. The offset does not look at the activity. It looks at the family. That definition decides whether a loss-making year produces a cash refund or a ledger entry. A refundable offset in a loss year is money. A non-refundable offset in a loss year is a number. The refundability of the offset is set by the balance sheet of the group you happen to belong to.
Owners Do Not Matter, Ownership Does
Foreign ownership is not a barrier. An Australian-incorporated company is eligible regardless of who owns it, provided the core research and development happens in Australia. The catch is what happens next. Section 355-210 of the legislation says that when the work is performed for a foreign associate, the Australian entity has to demonstrate that it receives the primary benefit. The cleanest route the statute offers is to hold the intellectual property inside the Australian entity. Where the value lands is a question the claim has to answer, not a story the application can carry. Eligibility is about activity. Entitlement is about ownership of the result.
Ten Months And Ninety-Two Days
Registration happens in the AusIndustry research and development tax incentive customer portal, within ten months of the end of the income year. For a 30 June year end that lands on 30 April the following year. Activity in the 2026-27 income year registers by 30 April 2027. Extensions exist but are capped at 92 days and are not automatic. Ten months sounds generous until you notice what else is due in the same window. The tax return, the audit file, the substantiation, and whoever left the team in January taking the notes with them. The offset does not reward the idea. It rewards the file.
The offset does not look at the activity. It looks at the family.
The Deadline With No Extension
One deadline in this programme does not move. An overseas finding, the approval to claim work conducted outside Australia, must be applied for before the end of the income year in which it applies. There is no extension, automatic or otherwise. Everything else here is a schedule. That one is a wall. It is the cheapest sentence in the legislation and the most expensive to miss, because the money has already been spent by the time the deadline passes. The offset is a receipt. Read the dates before you sign the invoices.
What Actually Counts
Eligible expenditure is closer to an accounting question than a scientific one. It covers staff wages on eligible research and development activity, contractor costs where the contractor is registered as a research service provider, materials, depreciation on research and development equipment and a share of overheads. There is a minimum. The refundable offset requires AUD 20,000 of eligible expenditure, waived where a registered research service provider is engaged. From 1 July 2025 gambling and tobacco related research is excluded, except work aimed solely at harm minimisation. The list is public, the arithmetic is public, and the only open question is whether your records can survive a review. The offset is claimed on what you spent, not on what you meant.
The Grant Next Door Is A Different Animal
Competitive programmes run on the opposite clock. The Cooperative Research Centres Projects round 19 closed on 12 May 2026 with up to AUD 3 million over a maximum of three years, matched one to one in cash and in kind, an Australian small or medium enterprise as lead, a second Australian industry entity and an Australian research organisation in the consortium. Round 18 put AUD 66 million into 27 projects. Round 20 is expected around September to October 2026. The Industry Growth Program is open with up to AUD 5 million matched. Export Market Development Grants reimburse 50 per cent of eligible export marketing spend in tiers from AUD 20,000 to AUD 80,000, against a minimum AUD 20,000 of your own spend per financial year, and round 4 is closed and fully allocated. The Business Research and Innovation Initiative runs up to AUD 100,000 for feasibility and up to AUD 1 million for proof of concept, with no challenge round currently open. The National Industry PhD Program opened round 8 on 13 July 2026 and closed it on 21 August 2026, offering a stipend top-up of at least AUD 17,135 a year for four years. The National Reconstruction Fund is not a grant at all. It is AUD 15 billion across the general fund plus a AUD 5 billion Net Zero Fund that opened on 16 June 2026, deployed as debt, equity and guarantees. A grant rewards the pitch. An offset rewards the receipt.
The Date On The Form Is The Strategy
The compliance regime is quiet and specific. The tax office may withhold a refund for up to 30 days for verification, and there is a 60-day window to object. Documentation rigour is the stated focus of the programme. I restructured a EUR 75 million industrial group and built companies across twelve countries, and I have watched a refundable offset turn into a bank transfer in one year and a paper credit in the next, with the same people doing the same work. Entrade built 200 wood gasification machines across Britain and Europe. The machines were never the hard part. The paperwork that released the money was. The probability that the cash you never claimed was the difference between the company you planned and the company you got is not zero, and most founders are pricing it at zero. The offset is claimed after the money is gone. That is why the date on the form is the strategy.
The offset does not reward the idea. It rewards the file.
