The List Decides Who Gets In
Australia runs three points-tested visas. The minimum to lodge is 65. The invitation cutoff for the open one in May 2026 was 85 to 95. Between those two numbers is where the queue lives, and the queue is sorted by an occupation list that Jobs and Skills Australia rewrites every quarter.
Three Doors, One Test
Subclass 189 is the Skilled Independent visa. No sponsorship required. The holder can live and work anywhere in Australia. There is no nomination bonus on this one. Subclass 190 is the Skilled Nominated visa. A state or territory nominates the applicant. The nomination is worth five points on top of the base score. Subclass 491 is the Skilled Work Regional provisional visa. A regional area sponsors the applicant, either through a state or through an eligible family member. The 491 is provisional for five years. After three years of regional residency and the published income compliance, the holder transitions to subclass 191 permanent residency. The regional sponsorship is worth fifteen points on its own. All three sit on the same points test. Schedule 6D of the Migration Regulations 1994 sets the table. Minimum to lodge an Expression of Interest in SkillSelect is 65 points. The minimum is a door. The realistic invitation cutoff is a wall. For the 189 in May 2026 the published cutoffs were 85 to 95 points, and the high end of that band is where invitations land in the same round they are lodged.
How The 65 Is Built
Age carries the most weight for applicants in their late twenties and early thirties. Eighteen to twenty-four is worth twenty-five points. Twenty-five to thirty-two is worth thirty, the maximum. Thirty-three to thirty-nine is worth twenty-five. Forty to forty-four is worth fifteen. Forty-five and over scores zero. English is the highest-leverage category on the test. Competent English, defined as IELTS 6.0 in each band, is the minimum and scores zero. Proficient English at IELTS 7.0 each band adds ten points. Superior English at IELTS 8.0 each band adds twenty. Moving from Competent to Superior is a twenty-point swing with no other change to the application. Skilled employment outside Australia is worth five points for three to five years, ten for five to seven, fifteen for eight to ten. Skilled employment inside Australia is worth the same for three to five and five to seven, then twenty for eight to ten. Qualifications: a Doctorate from an Australian or recognised institution is worth twenty points. A Bachelor or Masters is worth fifteen. A trade or diploma from an Australian institution is worth ten. Specialist education adds ten points for a Masters by research or a PhD in a STEM field. Australian study of two years or more adds five. NAATI-credentialed community language adds five. Regional study adds five. Partner skills add five to ten. A single applicant gets the partner-skills maximum of ten without needing a partner. The points add up the same way an accountant adds up a balance sheet. The probability that an applicant hits 85 without Superior English and without a STEM doctorate is not zero. The probability is small, and the queue reflects it.
The Occupation List Is The Gate
For a 189 visa the occupation has to be on the medium and long-term strategic skills list. For a 190 or 491 the occupation pool is wider. Occupations on the short-term or regional lists qualify for 190 and 491 but not for 189. Employer-sponsored visas, the 482 and 186, run off a single Core Skills Occupation List. The CSOL has 456 occupations and was published in 2025 to replace the previous split between medium-term and short-term lists. Jobs and Skills Australia reviews the lists quarterly. The list moves. A software engineer who qualified in 2024 may find the occupation renamed, the ANZSCO code changed, or the list category shifted in 2026. The applicant holds a degree. The degree is stable. The list is not. This is why the order of operations matters. Skills assessment first. Then English test. Then Expression of Interest. Then wait for invitation round. The Skills Assessment is done by the assessing authority for the occupation family. Engineers Australia for engineers. CPA Australia, CA ANZ or IPA for accountants. The Australian Computer Society for ICT. Trades Recognition Australia for trades. AHPRA or the relevant health board for nursing and allied health. The assessment takes weeks to months. Some assessing authorities publish current processing times of twelve to sixteen weeks for ICT, longer for trades. The visa clock has not started yet.
SkillSelect, Round By Round
SkillSelect is the system the Department of Home Affairs uses to sort Expression of Interest. The applicant lodges an EOI, the system ranks it, and monthly invitation rounds pull the highest-scoring EOIs first. The published invitation rounds run roughly monthly. Home Affairs publishes the schedule. The next 189 round after the May 2026 publication was scheduled for 4 June 2026. Once invited, the applicant has sixty days to lodge the visa application. Processing then takes its own clock. For a 189 in April 2026 the published 50th percentile was six months and the 90th percentile was seven months. The May 2026 snapshot for 189 showed a 90th percentile of fifteen months. For a 190 the published processing range was fourteen to eighteen months. For a 491 state-sponsored the 50th percentile was four months and the 90th was twenty-three. The numbers are monthly snapshots of the same volatile statistic, and they should not be averaged. The invitation wait often exceeds the visa processing wait. The applicant who lands at 85 points in May 2026 is looking at the same round or one to three months for the invitation. The applicant at 75 to 84 is looking at six to eighteen months in the queue. The applicant at 65 to 74 may sit there for the working life of the list, depending on the occupation.
The minimum to lodge an Expression of Interest is 65 points. The realistic cutoff for a 189 invitation in 2026 is 85 to 95. Between those two numbers is where the queue lives.
The 491 Is The Fast Lever
The 491 regional sponsorship adds fifteen points. For an applicant sitting at seventy-five base points, that single instrument moves the score to ninety. No other single move on Schedule 6D swings the score by more than ten except English Superior at twenty. The 491 is a five-year provisional visa. The holder lives and works in a designated regional area. After three years of residency and the published income compliance the holder transitions to the 191 permanent residency visa. The 191 processing time is published at four months at the 50th percentile. The trade is geographic. The 491 holder does not live in Sydney or Melbourne for the first three years. The published state nomination processing times vary. New South Wales runs six to twelve weeks, invitation-only. Victoria runs six to eight weeks. Queensland runs four to eight. Western Australia runs four to six. South Australia runs four to six. Tasmania runs four to six. The Australian Capital Territory Matrix runs twelve to fourteen weeks. The Northern Territory runs six to eight. For an applicant whose base score is below 85 and whose degree is not in a STEM field with a research Masters, the regional lever is the only one that closes the gap.
English Is The Cheapest Twenty Points
English is the only category where the same applicant can move from zero to twenty without changing employment, qualifications or age. The test has to be taken within three years of the date of invitation. The equivalencies across the approved tests are published. Competent is IELTS 6.0 in each band, PTE 50, TOEFL iBT L12 R13 W21 S18. Proficient is IELTS 7.0, PTE 65, TOEFL L24 R24 W27 S23. Superior is IELTS 8.0, PTE 79, TOEFL L28 R29 W30 S26. A retake costs a few hundred dollars and a few weekends of preparation. The marginal cost of moving an applicant from 7.0 to 8.0 in each IELTS band is the lowest marginal cost of any twenty-point move on the test. The probability that an applicant under-indexes on English when the rest of the file is strong is not zero. It is the most common reason a strong file sits in the queue.
The Slowest Step Is The First One
The Skills Assessment is the bottleneck most applicants underestimate. The assessing authority validates the qualification, sometimes the work experience, and the English where it overlaps with the occupation. The published current processing times for Engineers Australia run around twelve weeks for a standard skills assessment. The Australian Computer Society publishes current processing times in the same range. CPA Australia and CA ANZ run longer, often twelve to sixteen weeks for a complete application. Trades Recognition Australia runs the longest because the evidence requirements are heavier. The Skills Assessment has to be valid at the time of invitation. If the assessment expires before the invitation arrives, the applicant has to start over. The probability that a queue wait of twelve months runs past the assessment validity is not zero. The probability is the reason experienced migration agents push clients to lodge the assessment before anything else on the file. For an applicant with a non-Australian qualification, the assessing authority may require a qualification comparison through the Australian Government Department of Education or through an authorised qualification comparer. This step alone can add months.
The File That Wins
The file that wins is the file that lands at the top of an invitation round. The file that lands there is the file where every category on Schedule 6D has been pushed to its maximum before the Expression of Interest is lodged. For a 32-year-old with a Bachelor degree, eight years of skilled employment outside Australia, Superior English and a single applicant status, the base score is 30 plus 15 plus 15 plus 20 plus 10. That is 90 before the occupation check. A 189 invitation at 90 lands in the same round, by the May 2026 table. The same applicant at age 35 loses five points. The same applicant at IELTS 7.0 loses ten. The same applicant without the single-applicant status loses ten. Each one of those moves drops the file out of the same-round band. The file does not get stronger by adding documents. The file gets stronger by closing the gap between the base score and the invitation cutoff. The list decides who gets in. The points test is the meter that measures the gap. The gap is closed by English, by age band, by employment years, and by the regional lever. The order of operations is Skills Assessment first, English test second, Expression of Interest third, then wait for the round. The applicant who treats the list as a permanent feature is the applicant who plans in years. The applicant who treats the list as a quarterly publication is the applicant who plans in quarters. The list moves faster than the degree. The file that wins is the file that was lodged before the next quarterly revision.
The occupation list is the gate. The points test is the meter. The list moves faster than the degree.
