The Queue Is The Scoreboard
A Canary Islands innovation call paid up to 100 per cent of eligible costs to a ceiling of EUR 300,000 across 18 months, and it was not competitive. It was awarded first come, first served. That single line moves the contest out of the scoring and into the queue, and most applicants only read the budget.
The Regime Line Nobody Reads
The line that decides the call is not in the title. It sits in the overview of the ACIISI RIS3 Ampliada 2026 programme, on the Canary Islands government's own electronic seat, file number 10648. Regime: non-competitive. Award: first come, first served. Everything else in that overview reads like a competition. Up to 100 per cent of eligible costs. Up to EUR 300,000 per company. A maximum of 18 months. It was a pot with an end date, and the end date was 31 March 2026 at 14:00 CET. Sharp. No extensions. That is a different machine from the one most founders prepare for. There is no ranking table, no panel putting four dossiers in order and funding the top two. There is a queue, and the queue closes.
Order Beats Perfection
The programme's own process guide publishes six warnings, and five of them are about time rather than quality. Submit as early as possible. Non-competitive, so order matters more than perfection. The deadline is sharp. The project cannot have started. The company must be on the islands. The digital certificate must already work. Now read the published resolution window. Weeks one and two for initial review, weeks three and four for validation, weeks five to eight for resolution. A decision inside eight weeks. Most competitive programmes take longer than that to acknowledge receipt. The probability that a founder who needed the money sat on a finished dossier for two weeks to polish one paragraph is not zero. Most people price it at zero. Then they submit on the last afternoon and wonder why the queue was already full.
Where Three Hundred Thousand Can Actually Go
The budget is not a number, it is a shape. Personnel capped at 60 per cent of the total, which is EUR 180,000. Equipment capped at 20 per cent, or EUR 60,000. External services capped at 15 per cent, or EUR 45,000. Other costs capped at 5 per cent, or EUR 15,000. The lines must total exactly EUR 300,000 or less. The guide's own worked example is worth reading slowly. A project manager at 0.5 FTE for 18 months at EUR 5,000 a month is EUR 45,000. An AI engineer at 1.0 FTE for 12 months at EUR 4,500 a month is EUR 54,000. Two flight-grade cameras at EUR 20,000. Two edge computing boards at EUR 8,000. Servers at EUR 15,000. A test rig at EUR 10,000. Licences at EUR 7,000. Certification testing at EUR 20,000. Technical consultancy at EUR 15,000. Patent support at EUR 10,000. Travel at EUR 8,000. Documentation at EUR 4,000. A one per cent contingency at EUR 3,000. Every item is a machine, a test, a certificate or a person's month. There is no marketing line and no salary top-up. A budget that pays the founder 90 per cent of the money is not a budget this programme can accept. The proportions are the form.
The Island Is The First Test
Before a reviewer reads the technology, the form reads the applicant. A registered office or a production facility in the Canary Islands. SME status, which means under 250 employees and under EUR 50 million of turnover. At least three people on the payroll. And the project itself cannot have started before the application goes in, which quietly disqualifies anyone who prototyped first and looked for funding afterwards. On the project side the published shape is narrow. Innovation in a RIS3 area. A budget between EUR 100,000 and EUR 300,000. Twelve to eighteen months. None of those conditions is negotiable by argument. A queue has no room for an exception, because an exception is not a ranking decision, it is a break in the order.
In a competition the best project wins. In a queue, the first complete one does.
Five Pieces Of Paper Buy Your Place
The document list is short enough to be boring, which is exactly why it kills applications. The CIF or NIF certificate. A commercial registry extract updated within six months. Fiscal accounts for the last two years. A tax compliance certificate showing no debts. A social security compliance certificate showing no debts. Then the technical memory, 15 to 20 pages, and the budget spreadsheet with the columns the portal validates against. And then the piece everyone forgets. Access to the portal runs through Cl@ve, an electronic ID or a representative's digital certificate, and Cl@ve activation takes 24 to 48 hours. That is the single most common reason a Thursday decision becomes a Monday miss. The work was finished. The identity was not.
Read The Form Before The Work
Sixteen years of field work across rural Nigeria, post-conflict Serbia, Kazan and Fukushima taught me one habit that has nothing to do with technology: read the form before the work. Everywhere I have built, the shape of the paperwork decided which of my projects got seen, and the ones that went unseen were rarely the weakest ones. What the ACIISI window rewards is not the best idea on the island. It is a complete dossier, filed by an eligible company, on an afternoon when the pot still has money in it. And after the award the clock keeps running. The grant agreement has ten days to be signed and returned. The project starts after that signature, not before. Then quarterly progress reports, invoices kept for every line, and a final report against the same budget that won the place.
The proportions are the form. A budget that pays the founder 90 per cent of the money is not a budget this programme can accept.
