The Employer Holds The Visa
A sponsored visa is a three party document. The employer becomes the approved sponsor, lodges the nomination and carries the compliance file. The worker holds the permission, and the permission can be withdrawn by somebody else. The three streams of subclass 482 are three different answers to one question about who carries the risk.
Three Parties And One Signature
The Skills in Demand visa replaced the Temporary Skill Shortage visa on 7 December 2024. It kept the subclass number, 482, and replaced everything underneath it: three streams, three salary thresholds, three occupation rules and three different roads to a permanent outcome. The sequence is the part most applicants read last. The employer becomes an approved sponsor first. Then the employer lodges the nomination, and the nomination has to describe a genuine position at a salary above the threshold. Only then does the worker lodge the visa application, and the window is 60 days from nomination approval. Three documents, three signatures, one permission. The worker holds the last signature.
The Number That Decides The Door
The Core Skills stream runs on a Core Skills Income Threshold of 76,515 dollars in 2025-26, rising to 79,499 dollars from July 2026. The published indexation sequence reads 73,150 in 2024-25, then 76,515, then 79,499, which is what a threshold looks like when it is set annually and published late. The Specialist Skills stream sits far above it at 141,210 dollars on one published reading, against 146,576 dollars for 2026-27 on another. Underneath all of it is the Temporary Skilled Migration Income Threshold at 70,000 dollars from 1 July 2023 and 73,150 dollars from 1 July 2024. One widely copied web page still lists 53,900 dollars, which is the 2021-22 value. That is a figure four years out of date being quoted as current, and it is the one number worth checking at lodgement rather than at research time.
The Salary Buys The Paperwork Away
The Specialist Skills stream is the shortest route in the file. No occupation list applies beyond the ANZSCO major groups 1, 2, 4, 5 and 6. Labour market testing is not required, on the published reasoning that the salary itself is the evidence of genuine need. There is no skills assessment. Two years later there is a direct permanent pathway. The exclusions are the interesting part, because they are not about money. Group 3 trades, Group 7 machine operators and Group 8 labourers are shut out of the stream whatever the offered salary is. A salary threshold can buy the paperwork away. It cannot buy a trade. That single rule tells a reader more about how the programme is priced than any of the thresholds does.
Four Hundred And Fifty Six Occupations
The Core Skills stream runs on the Core Skills Occupation List: one consolidated list of 456 occupations identified by Jobs and Skills Australia as being in genuine shortage. It replaced the two list system for employer sponsorship, so the old distinction between the two lists no longer decides anything for a new nomination. Every occupation on it carries the same access, a visa duration of up to four years and a two year pathway into the permanent transition stream. The list is reviewed quarterly, which means an occupation can be added, removed or caveated between a first enquiry and a lodgement. The practical consequence is a six digit ANZSCO code, matched on duties rather than on job titles. Incorrect classification is named in the source material as a leading cause of nomination refusals.
The signature on the visa belongs to the worker. The document underneath it belongs to the employer.
The Two Year Clock Is Not The Workers
The permanent route through subclass 186 has three doors. Direct Entry is open to applicants who are not eligible for the transition route, including offshore applicants, uses the same occupation list and requires a skills assessment for most occupations. The transition route requires two years worked with the sponsoring employer. The third runs through a labour agreement negotiated with the government. Published processing ranges put Direct Entry at 9 to 12 months and the transition route at 6 to 9 months. Both the applicant and the employer commit to the nominated role for at least two years from the grant. The 186 grants the permanent outcome directly, with health cover access, family sponsorship, a five year travel facility and a citizenship pathway after four years. The clock that produces all of that starts inside the employer relationship and runs on it.
Compliance Is The Other Half Of The Document
Sponsorship is regulated as an ongoing status, not as a one time fee. The Migration Amendment (Combatting Migrant Exploitation) Act 2026 introduced Approved Work Sponsor Register powers, which turns oversight into a registration question rather than an audit question. A sponsor has to maintain the sponsorship obligations, and a breach can bar future sponsorship. Where the standard rules do not fit, the programme writes a custom instrument: labour agreements negotiated case by case between an employer or a group of employers and the government, and Designated Area Migration Agreements for regions, carrying concessions on age, salary, English and the occupation list. Those instruments are negotiated on the employer side of the table. The worker signs the outcome of a negotiation the worker was not in.
What The Worker Does Not Hold
The Core Skills stream carries labour market testing. The employer must advertise the position and attempt to fill it with an Australian worker before sponsoring anyone. That advertisement is the price of the sponsorship, and it is also the shape of the permission: the visa exists because nobody local was found. The Specialist stream deletes the advertisement and substitutes a number, which is why it is the fastest door in the file. Two routes, opposite logic, one shared feature. The employer holds the sponsorship, the nomination and the compliance record. The worker holds a permission that is valid for as long as those three documents are valid. The probability that the permission outlives the sponsorship is not zero, and most people are pricing it at zero. That is the whole lesson of a three stream structure, and it costs nothing to read before the first signature rather than after.
A salary threshold can buy the paperwork away. It cannot buy a trade.
